Natural disaster

A natural disaster will occur that takes 6 city blocks. An earthquake will cause 6 city blocks to receive major damage. It will cause water from a close source to come in and flood the area which will seem to have fallen due to the collapse of either underground tunnels and/or waterways. In the end there will be an island of rubble surrounded by the almost untouched city around it. Many will perish, but many will perform heroic acts rescuing a handful of people and getting them to safety. The water will rise quite fast. Not sure when, or exactly where, but it looks at best to be a US city.

I saw stairs coming out of the water at different angles, people going underwater to free others trapped, a mother being reunited with a daughter she was sure was lost for good, and something to do with some kind of water treatment plant or utility facility of some kind.
